EFSI's study tour in Germany

On the 19th and 20th of March 2018, a delegation of EFSI members gathered in Berlin for a two-days meeting aiming at deepen their knowledge on the German PHS market and its main actors.

Organised with the kind support of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ), the study tour was an opportunity for EFSI members to meet with public authorities’ representatives, social partners and PHS providers.


In particular, participants discussed the Mini-job systems and its limitations in meeting demand for PHS as well as in ensuring adequate working conditions and professional path for PHS workers. Several ongoing pilot projects were presented such as the “Fachkräftesicherung über die Professionalisierung haushaltsnaher Dienstleistungen” (HHDL) implemented in two cities of Baden-Württemberg or a project related to the qualification and introduction of service voucher for household services in the city of Göttingen. Likewise, the DIN standardizing process for the quality of PHS was presented. Finally, participants talked at length with representatives of the Family Ministry the design of a future voucher system for PHS at national level.
