Spain: what future for household support services?

Sector's stakeholders met on the initiative of AESP and EFSI to discuss the path for future development of PHS in Spain and especially of household support services.

On the 7th of February 2017, EFSI and its Spanish member the Asociación Española de Servicios a la Persona (AESP) held a seminar in the European Commission’s Representation in Madrid. Gathering more than a hundred participants, the event was the occasion to discuss the path for future development of PHS in Spain and especially of household support services.

The first roundtable gathered different experts from the European Commission, the ILO or social partners whose expressed their views on the potential public measures to support PHS’s development in the formal economy and relayed analyses of existing European systems. On this occasion, Aurélie Decker, EFSI’s Director, presented the IMPact guide.

In the second panel, representatives from families, consumers, employers and PHS providers agreed on the necessity to implement PHS supporting measures in Spain in order to combat undeclared work but also to enable citizens to better balance their professional and personal lives. Finally, in the last panel, elected officials unanimously agreed on the need to support the formal provision of PHS but not on the measures to implement.
